They've known about it for years. It sounds like the money would not be used for anything except local political power and the bulk of it being made by whomever is awarded the contracts. Otherwise, my general impression has been they don't care about much over there except their opium dealing.

I give good odds that this will go the same way as the copper deposit that was awarded to the Chinese. Whoever pays the biggest bribe to the officials will be the ones to actually develop those resources. Since we are a debtor society to China currently that means THEY will reap the fruits of our military deaths and suffering, as well as all the BILLIONS we spend there for our war. They will just use their HUGE trade imbalance to finance the mining and bribing efforts. At least we will continue to get huge amounts of heroin from the area.
